HTTP 503§9.10 Agreements
The named document still carries the DRAFT - FOR COUNSEL REVIEW banner and this is production: no tenant may accept a draft (CANON 121). Dev/test deployments accept drafts so the flow stays testable. 503 because nothing the caller sends can succeed until the deployment's document set clears counsel review.
Problem shape
Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
