production_key_owner_required
HTTP 403§9.10 Agreements
POST /v1/onboarding/production-api-key is not being called by the active owner of an active workspace. The owner/session check runs before activation lookup, so a member does not learn whether the workspace is live.
Problem shape
Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
