HTTP 403§9.5 Campaigns, scrubbing, consent, and DNC

Campaign creation, editing, launch, pause, resume, and cancellation, plus a BYO caller-ID/routing mutation, require a post-promotion vcp_live_ key. A vcp_test_ key is deliberately confined to mock test calls: it may stage a draft BYO account but cannot create/activate/pool/route its numbers, select it as default, or change/re-verify a real-verified BYO account.

Problem shape

Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
