HTTP 409§9.10 Agreements
Self-serve activation reached the scrub-waiver write but the tenant carries no compliance_profiles row to attest against (a corrupted tenant - provisioning writes exactly one and nothing deletes it). Activation is refused rather than completing into an unscreenable state; contact support.
Problem shape
Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
