HTTP 409§9.10 Agreements

Activation or a review request did not meet every persisted requirement. Production billing must have an active or trialing subscription with a recognized service class; unpaid, canceled, past_due and unclassified subscriptions cannot newly activate. Owner and staff preflight use the same rule.

Problem shape

Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
