HTTP 404 / 409§9.7 Telephony accounts, phone numbers, and pools

The callback is not visible to this teammate (404), its revision changed, or physical call evidence does not allow the requested resolution (409). Refresh open and closed requests and reconcile any uncertain carrier outcome before trying again.

Problem shape

Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
