HTTP 403§9.7 Telephony accounts, phone numbers, and pools

Current provider payment evidence could not be verified and no unexpired verified observation is available. Resolve the billing connection or retry after provider recovery; this refusal does not establish that a charge failed.

Problem shape

Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
