HTTP 503§9.7 Telephony accounts, phone numbers, and pools

The account names a carrier whose adapter exists but whose conformance gate is not green on the current build - offline Tiers 0–4 red in CI, or the Tier 5 live observation older than a quarter (22-carrier-integration.md §1.1).

Problem shape

Every non-2xx response is an RFC 9457 application/problem+json body. The type URI below is stable and machine-matchable, so branch on the final path segment (the code) and treat the status as redundant confirmation. See the error-handling guide.
