HTTP 409§9.17 The customer team workspace on the phone (`/v1/mobile/workspace/*`, `/v1/mobile/voice/token`)

This company has no verified phone account provisioned for in-app calling (telephony_accounts.workspace_voice_api_key_ref and workspace_voice_twiml_app_sid). Calls still reach people by carrier handoff; an owner sets in-app calling up on the web.
